More veggies from Telangana on plate: El Nino changes crop choices, farmers receive returns from harvest

Telangana is shifting agricultural focus toward horticulture and drought-resistant crops to combat El Niño-induced water scarcity. The government is simultaneously bolstering food grain buffers and implementing strict water usage policies to ensure resource stability for its citizens.

Telangana's Strategic Pivot Amidst El Niño Challenges

The state of Telangana is currently navigating a significant climatic challenge as the prevailing El Niño phenomenon disrupts traditional agricultural cycles. Faced with a 17% deficit in Southwest Monsoon rainfall, the state government has been forced to rethink its agrarian strategy, moving away from heavy water-consuming paddy cultivation toward more sustainable horticulture and less water-intensive crop varieties. This shift is not merely a reactionary measure but a fundamental change in land-use policy, with horticulture cultivation expanding by 1.28 lakh acres.

Diversification and Economic Resilience

Agriculture Secretary Surendra Mohan has highlighted that this transition is being supported by institutional frameworks, including the integration of aggregators with local farmers and the development of cold storage infrastructure. By diversifying into fruits, vegetables, spices, and flowers, farmers are better positioned to mitigate the risks associated with volatile weather patterns. This diversification serves a dual purpose: it eases the strain on groundwater levels and reservior capacities while simultaneously providing farmers with potentially more lucrative market returns compared to traditional paddy farming.

Managing Resource Scarcity

Recognizing the broader implications of these dry conditions, Chief Secretary Sanjay Jaju has mandated the creation of micro-level contingency plans. These efforts are focused on safeguarding two critical resources: drinking water and electricity. To prevent further depletion of groundwater, the government has imposed a moratorium on new borewell permissions in Hyderabad for construction purposes. Meanwhile, despite challenges in electricity generation, the state continues to prioritize power supply for domestic and agricultural needs, ensuring that the burden of the climate crisis does not fall disproportionately on the most vulnerable sectors.

Strengthening Food Security

Beyond immediate agricultural adjustments, the government is taking proactive steps to secure the state’s food supply for its 3.42 crore Public Distribution System (PDS) users. Civil Supplies Minister N. Uttam Kumar Reddy has announced a strategic plan to establish a 14-month foodgrain buffer. With 28.03 lakh tonnes of rice currently in stock or expected, the state is looking to bolster its reserves of wheat flour and other essential commodities to hedge against potential crop failures and inflationary pressures caused by future drought conditions.

Future Trends and Sustainability

Looking ahead, the shift toward a more resilient agricultural model appears to be a long-term goal for the Horticulture department. By prioritizing water-efficient crops and robust supply chain infrastructure, Telangana is attempting to insulate its economy from the cyclic nature of El Niño. The success of these initiatives will likely serve as a blueprint for other states facing similar climate-induced water stress, emphasizing the necessity of moving away from historical crop dependencies toward data-driven, climate-adapted agricultural planning.
