Tata Power in MoU with BPCL to develop 110 kV power infra at Mumbai refinery project

Tata Power and BPCL have partnered to build 110 kV power infrastructure for BPCL's Mumbai refinery. The ₹250 crore project will supply 90 MW to the refinery's new Petro Resid Fluidised Catalytic Cracking Unit.

Strategic Energy Infrastructure Partnership

Tata Power Company Ltd. has officially entered into a Memorandum of Understanding (MoU) with Bharat Petroleum Corporation Ltd. (BPCL) to bolster the energy infrastructure of India’s industrial landscape. This collaboration centers on the development of a 110 kV power infrastructure at BPCL’s Mumbai refinery, representing a significant capital expenditure of approximately ₹250 crore. By securing a dedicated power supply, the partnership aims to stabilize the operational reliability of one of the nation's most critical refining assets.

Powering the PRFCCU Project

The primary objective of this infrastructure development is to fulfill the 90 MW power demand generated by BPCL’s Petro Resid Fluidised Catalytic Cracking Unit (PRFCCU). The PRFCCU is a cornerstone of BPCL’s modernization strategy, boasting a processing capacity of 3 million metric tonnes per annum (MMTPA). With a total project outlay of ₹14,203 crore, this unit stands as the largest project ever undertaken at the Mumbai refinery site and the second-largest currently under execution for the oil giant, underscoring the massive scale of the power requirements involved.

Technical Scope and Execution

Under the terms of the MoU, Tata Power will be responsible for the end-to-end design and implementation of the 110 kV connectivity. This involves complex electrical engineering and infrastructure development designed to integrate seamlessly with the existing refinery operations. By managing the associated power infrastructure, Tata Power ensures that the PRFCCU receives a consistent and high-voltage supply, which is critical for the continuous and energy-intensive processes inherent in fluidised catalytic cracking.

Broader Implications for Industrial Growth

This partnership highlights a growing trend of synergy between power utilities and public sector oil companies in India. As refineries move toward higher complexity units like the PRFCCU to improve product yields and efficiency, the demand for stable, high-capacity power becomes a bottleneck that only specialized utility providers can solve. This investment not only ensures the operational success of the PRFCCU but also strengthens the overall energy security of the Mumbai industrial belt.

Future Outlook and Economic Impact

Looking ahead, this collaboration serves as a blueprint for future industrial infrastructure projects in India. By leveraging Tata Power's expertise in high-voltage distribution and BPCL’s massive refinery expansion, the project creates a template for public-private cooperation in the energy sector. As India continues to expand its refining capacity to meet domestic energy demand, such strategic power-sharing agreements will likely become more frequent, driving both economic efficiency and technological advancement in the petrochemical value chain.
